The Republic has long been firmly established, but it has not yet been duly recognised by the various foreign Powers, nor have peace and good order been securely restored as regards the Government of the interior. Recently again the proposals for rais- -ing foreign loans have aroused the earnest attention and matizad incited the insatiable avarice of every foreign power, and the whole nation is in endless uneasiness and anxiety. The suggestion of the Vice-regent Wong Hing at Nanking to promote a national sub- -sidy as a counter stroke to the proposed raising of foreign loans and in protection of the rights and privileges of our nation is therefore of paramount importance and is indeed a splended proposal. Are not we, the people, subjects of a Republic ? and is not our nation a Republic ? Naturally therefore nation and people can by no means be considered as separate, nor can the subject neglect the interests of the nation. We have seen many an instance of generous patriots aiding the cause with large contributions, of officers in exalted positions subscribing as their salaries permit, and of private persons contributing in accordance with the wealth in the

possession d their families. Plenty of such instances can be found which have been prominently and conspicuously published in the various papers. It is our natural duty that as subordinates we should afford our superiors careful protection; as sons and younger brothers we should support and help our fathers and elder brothers, and as subjects we should defend and protect our own nation; further the only road to honour and glory is through the fulfilment of

such a duty. All our Chinese abroad are alike the descendants of

Hin Un (the ancient Experor of China), and moreover this particu- -lar port is the most flourishing centre of business in the neigh- obourhood of the metropolis (Canton). I can be certain that our
